Stir together mayonnaise, horseradish, and mustard in a small bowl; set aside.

Assemble sandwiches:

Place roll halves, cut sides up, on a rimmed baking sheet.

Spread 2 tablespoons of the onion jam on each bottom half.

Top each bottom half with 4 ounces of the roast beef and 2 Havarti slices.

Finish building sandwiches:

Spread mayonnaise mixture evenly over top halves of rolls.

Top Havarti evenly with dressed arugula, tomato slices, and top halves of buns.
