Coat a 9-inch deep-dish pie plate with cooking spray; set aside.

Process cookies in a food processor until finely ground, about 10 seconds.

Bake crust:

Bake in preheated oven until fragrant, 10 to 15 minutes.

Cool crust completely on a wire rack, about 30 minutes.

Melt marshmallows:

Meanwhile, place ice and water in a heatproof bowl; set aside.

Stir in creme de menthe and creme de cacao.

Refrigerate until completely cooled, about 20 minutes.

Add filling to crust, and chill:

Spread mixture evenly into cooled crust.

Refrigerate, uncovered, until filling is set, at least 4 hours or up to 8 hours.
